MX-990 Won't Take a Download (Fails to Download)

Symptom: While the MX-990 is connected to the PC, it fails to take program download.

Solution:

Remove the battery,
Wait for 1+ minute
Re-insert the battery
Connect the remote back to the PC
Wait 15+ seconds, then try re-downloading the program.
